General objective:To provide practical technical and implementation support to medical staff in MSF missions on the topic of Sexual Violence (SV) and Intimate Partner Violence (IPV), and to contribute to the capacity building of field staff through the transfer of medical knowledge and technical skills in accordance with MSF policies, protocols and guidelines while ensuring the best possible access for all survivors the delivery and improvement of quality medical care.
Hierarchy and communication
The SV Program Implementer will have two lines of management and communication. The implementer is hierarchically reporting to the coordinator of the MCH (mother and children) specialists and functionally managed by SV Advisor.
Objectives
This position will work in collaboration with the Medical Coordinator during respective field visits and under the overall supervision of SV/IPV specialists to provide practical support for Sexual Violence and Intimate Partner Violence in OCA missions. The implementer will work under the defined terms of reference for each field visit and in support of an identified activity manager or focal person (s) in each location. In each visit, it is the responsibility of the implementer to build capacity, improve quality, facilitate coordination, and document the actions proposed. Given the multi-disciplinary nature of the SV/IPV response in the context, the terms of support will vary according to project activities.
Assessment
- Conduct an assessment on the context, perception, understanding of sexual violence and intimate partner violence and barriers to care and help seeking for survivors.
- Support mapping of community and actors providing informal and formal support services.
- SV/IPV data analysis based on DHIS2
Review and improve current SV response in the project
- Review the existing SV/IPV response in the project, the strategy and plans, identify the strengths and the gaps using the 5 steps implementation plan, MSF OCA guideline and SV/IPV toolkit and develop and implement the response through mentoring, coaching and training the local recruited and international SV focal point(s)/supervisors;
- Provide guidance on care pathways and models of care adapted to the context and support the implementation of different models of care with the objective to enhance access to care;
- Provide guidance on how to improve the quality of medical care, psychosocial support, risks assessments, safety planning and referral to support services; Provide guidance where needed for specific medical components of care such as Survivor Centred Principles and Safe Abortion Care and HIV PrEP (Pre-Exposure Prophylaxis);
- Create attention to access to care for child and adolescent survivors, male survivors, LGBTIQ and other more vulnerable groups, in line with the context;
- Develop and document an SV/IPV strategy, together with the project teams, to provide the strategic and sustained direction for the SV/IPV response;
- Develop an implementation/work plan and chronogram;
- Identify gaps in knowledge and skills of staff involved in care provision and awareness raising on SV/IPV and plan and deliver training;
- Create training curriculums which include all staff responsible for care provision and awareness raising;
- Deliver initial needed training along with the SV focal point/supervisor and coach the SV focal point/supervisor in delivering training;
- Support the correct data collection, analyses and reporting as well the filling and handling of the medical files and medical certificates.
Awareness raising and community engagement
- Support improved community engagement and awareness raising for increased access to care for all survivors and support the team to identify key trusted, respected community members and informal and formal services to engage with;
- Support the team in developing methods, materials and messages for awareness raising, including use of digital health promotion and mass media;
- Support the development of a Community Engagement/Health Promotion strategy for SV/IPV.
Advocacy
- Identify specific risks and vulnerabilities to sexual violence and intimate partner violence, gaps in the overall response to sexual violence and intimate partner violence and advocacy priorities;
- Support and enable a culture of respect for survivor centred principles and the incorporation of it in all MSF partnerships and collaborations;
- Support advocacy manager/HAO (Humanitarian Affairs Officer) in developing and implementing advocacy strategies.
- Implement safe identification of survivors of SV-IPV where appropriate, using the OCA screening tools, ensuring questions are asked privately and safely and survivors receive a supportive response;
- Support the roll out of different models of care, such as the community-based care (CBC) model, remote support, mobile clinic, partnerships and decentralization of services and integration within MoH (Ministry of Health) health care system;
- Work to improve access to care for vulnerable groups such as children and adolescents and marginalized groups in the context (eg. migrants, LGBTQ+, sex workers, street children).
When not in the field
- Consolidate and analyse information from field support visits (including action plan, recommendations, and identified needs for subsequent visits), agree with relevant stakeholders, and submit a written report to project leadership, coordination, HQ, and SRH referent. Where relevant, provide remote support to the field teams for ensuring access to quality of care through a cooperative process of routine assessment, prioritization and structured improvement plans after the field visits;
- Enable a culture of respect for survivor centred principles and the incorporation of it in all SV/IPV activities;
- Assist field teams to ensure OCA-SV/IPV strategic ambitions are reflected in practical applications in field locations;
- Collaboration with different departments and specialists in MSF OCA, such as SRH, MH (Mental Health), Child Protection and Health Promotion Community Engagement;
- Support the development of and provided SV/IPV trainings face to face and or online;
- Together with SV advisor contribute to the updating and development of SV/IPV guidelines, protocols, tool kits, data analysis etc.
- Participate where possible in the department meetings such as PHD and MCH meeting and coordination days.
Candidate profile
This position is primary field-based so the candidate must be willing to spend 70 to 80% of the time in the field. Home location is flexible and does not need to be in Amsterdam.
- MD, Nurse or MW, with extensive experience and interest in SV and IPV program implementation. Other profiles can be considered based on experience. MSF experience and MSF SV training is a pre-requisite;
- Strong knowledge of the broader humanitarian response to gender-based violence and guiding principles in the response to gender-based violence;
- Experience with doing assessments, including literature reviews and have the capacity to integrate knowledge into the guidance tools and support to the field teams;
- Able to working independently, autonomously and pro-actively;
- Strong interpersonal skills, good team work capacity;
- Stimulating, assertive, able to motivate, persuade a variety of audiences to advocate for a stronger, improved response to SV/IPV (including safe abortion care) and for SV/IPV to be one of the priorities among other MSF priorities and activities;
- Fluent in English and preferably one of the following: French and / or Arabic;
- Must be willing to support and provide safe abortion care in the first and second trimester
- Flexibility, willing to travel abroad for 70 to 80 % of the time, including conflict settings and during emergencies.
